Technical Support for the Implementation of the Project “Efficiency, Purposefulness and Publicity on the Preparation and Implementation of Development Policies and Projects with International Financing”

The European Institute in partnership with "Balkan Institute for Labor and Social Policy" Association and "Stategma" Ltd Agency, implemented the project Technical Support for the Implementation of the Project "Efficiency, Purposefulness and Publicity on the Preparation and Implementation of Development Policies and Projects with International Financing", financed on the "Administrative Capacity" Operative Program through EU's European Social Fund.

The goal of this project was to provide professional expertise and support to the team from "Coordination on the questions of the EU and the international financial institutions" Directorate for the implementation of the project, and it included the following activities:

  • Conduction of a detailed analysis on the existing system and mechanisms for coordination when planning the resources, governance and monitoring on the implementation of development policies;
  • Organization of training visits in EU member states for experts from the state administration in the field of coordination in the period of planning of the measures, governance and monitoring on the implementation of development policies;
  • Elaboration of a strategy for improvement of the inter-institutional mechanisms for coordination in the period of planning of the measures, governance and monitoring on the implementation of development policies;
  • Elaboration of a program for realization of the strategy for improvement of the inter-institutional mechanisms for coordination in the period of planning of the measures, governance and monitoring on the implementation of development policies;
  • Elaboration of proposals for reforms in administrative acts, related to the improvement of the mechanisms for inter-institutional coordination in the period of planning of the measures, governance and monitoring on the implementation of development policies;
  • Elaboration of a technical project for awarding and improvement of the existing Information System for International Cooperation (ISIC), including the creation of models for distance (online) learning;
  • Awarding and improvement of the ISIC on the basis of the elaborated project;
  • Elaboration of educational programs and conduction of a series of trainings for familiarization with the good practices for inter-institutional coordination in the period of planning of the measures, governance and monitoring on the implementation of development policies.

The main goal of the project was the improvement of the mechanisms for inter-institutional coordination of the activity of the administration and the familiarization of the international financial mechanisms for the synchronization of the financial securitization in the period of elaboration and implementation of development policies, including the realization of projects with international financing.

The project was targeted at the state administration at local, regional and national level, and whose functions are related to the planning of the measures, coordination, governance and monitoring on the implementation of development policies. The comprised all the administrative levels that bear relation to the process of planning, governance, monitoring and evaluation of the actions on the implementation of the development policies.
